Incorrect Drop Zone Behaviour for multi-monitor setup

Expected behaviour: When a file is dragged into the drop zone on the secondary monitor, the file exists in the drop zone space and is accessible in all monitors.

Actual behaviour: When I try to utilize the drop zone feature on my seconday monitor, the file is moved to the desktop instead of being in the drop zone space. This occurs when the external montor config is set to both "Notch" and "Island". There are very few instances where the file is rejected as well but not as much as the file being moved to the desktop.
